Electric – City of Newark: A refundable deposit is required to open an electric account. Information about connection/disconnection of service, billing questions or customer service inquiries can be directed to Utility Billing at (302) 366-7085. Hours are Monday – Friday, 8:30 a.m. to 5:00 p.m.
To report a power outage or emergency involving electric services call (302) 366-7050 from 8:30 a.m. to 5:00 p.m. Monday – Friday. After 5 p.m. on weekdays and on weekends and holidays, call (302) 366-7000 to report electric service emergencies.
Water – City of Newark: For information on connection/disconnection of service, billing questions, or customer service inquiries, call Utility Billing at (302) 366-7050 between 8:30 a.m. and 5:00 p.m. weekdays. If you experience water service problems, first confirm that it is the city’s supply and not coming from your hot water heater. If it is the city’s supply, call the department at (302) 366-7055 and report it. Please note that the water accounts must remain in the Landlord’s name and the tenants will be billed quarterly by the Landlord for water/sewer service.

Delmarva (Gas): For an immediate service need, contact Delmarva Customer Service Center. In Delaware call 1-800-375-7117. Delmarva Customer Care Representatives are available Monday – Friday 7:00 a.m. – 7:00 p.m.; excluding major holidays. Gas service should only be set up for the following apartment buildings: The Mill, Center Square, and Abby Court.
